Duties

Help

The purpose of this position is to serve within the Office of Congressional Relations primarily responsible for conducting critical portions of the Wilson Center’s congressional outreach, especially with the Appropriations and Foreign Relations Committees of the House of Representatives and the Senate, with additional outreach to other Committees as needed.

Duties for this position include but are not limited to:

  • Manage the Center’s relationship with the Appropriations and Foreign Relations Committees as well as other relevant committees.
  • Create new and maintains existing relationships in a nonpartisan and bipartisan manner with personal office staff and Committee staff.
  • Identify and engage Members of Congress to advance the mission of the Center.
  • Meeting regularly with relevant staff in personal offices and Committee staff, to promote, protect, and advocate on behalf of the Center’s mission.
  • Assist in strategic planning to maximize the Center’s expertise, staff, scholars, and leadership to build and expand our audience and impact on Capitol Hill.
  • Track relevant federal legislation and Committee activity as it pertains to the work and mission of the Center.
  • Examine and analyze legislation to help identify opportunities to maximize the Center’s expertise to further U.S. foreign policy and national security interests
  • Work with Program Directors and their teams across the Center to identify opportunities to expand and improve Congressional Relations opportunities to educate Congressional offices on foreign policy analysis conducted by Wilson Center experts
  • Prepare and coordinate materials for reports to Congress as well as briefings to Congress, Congressional hearings, and other Congressional events.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you meet the required specialized experience, or education as described, for the respective grade level in which you are applying:

Specialized Experience GS-13:

You must have one year of full-time specialized experience, comparable to at least the GS-12 (or other equivalent federal pay scales) level in the Federal Service (experience could have been gained in in public or private sector). Qualifying experience must include the following type of activities:

Conducting congressional outreach with multiple Committees, especially with the Appropriations and Foreign Relations Committees of the House of Representatives and the Senate; Creating and maintaining new and existing relationships in both nonpartisan and bipartisan manner with personal office staff and Committee staff; Meeting regularly with relevant staff in personal offices and Committee staff, to promote, protect, and advocate on behalf of an organization's mission or specific goal; reviewing and analyzing relevant federal legislation and Committee activity as it pertains to the work and mission of the targeted organization; Collaborating with Program Directors and their teams to identify opportunities to expand and improve Congressional Relations opportunities and to educate Congressional offices on policy analysis;  Assisting with and preparing program teams to brief Congress pertaining to their specific and unique area of responsibility; Preparing and coordinating materials for reports to Congress as well as briefings to Congress, Congressional hearings, and other Congressional events.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Additional information

• Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.

The work is primarily sedentary; although, requires moving around to offices and/or to similar areas for meeting to conduct human resources business. May require standing in conjunction with travel and attendance at meetings and conferences away from the worksite.

Work Environment

Work is performed in a typical office setting that is adequately lighted, heated and ventilated.
